These terms apply to use of Escondido Residents Directory. Visiting or using the pages means that the terms are accepted. Anyone who does not accept them should stop using the service.

1. What This Website Is

Escondido Residents Directory is a privately operated reference to public rolls, record indexes, and historical directory collections connected with Escondido, California. It does not host government records and is not affiliated with San Diego County, the City of Escondido, California agencies, a court, a library, or any other custodian.

2. Rules for Using This Site

Use the service only for lawful purposes. You may not use it or information reached through it to:

  • Stalk, harass, intimidate, threaten, or harm another person
  • Locate a person protected by a court order or confidentiality program
  • Commit fraud, identity theft, or another unlawful act
  • Make a decision regulated by the Fair Credit Reporting Act, including credit, employment, tenant, or insurance decisions
  • Scrape or republish the pages at scale
  • Interfere with security or normal operation

3. No Consumer Reporting Agency

This service is not a consumer reporting agency under the Fair Credit Reporting Act, 15 U.S.C. §1681 et seq. The pages and any linked search result are not consumer reports and may not be used to assess eligibility for credit, employment, housing, insurance, or another FCRA-covered purpose.

4. Links to Outside Sites

County and state portals, the Escondido city systems, San Diego County ARCC, the Pioneer Room, and sponsored search providers operate under their own terms and privacy policies. The operators of this reference are not responsible for outside content, availability, prices, or data handling.

5. No Warranties

The service is offered “as is” and “as available,” without warranties of any kind. No promise is made that a description is complete, a fee or office hour is current, or an outside portal will work or return a correct result.

6. Limits on Liability

To the fullest extent permitted by law, the operators are not liable for direct, indirect, incidental, consequential, special, or similar damages arising from the pages or a linked resource, including an action taken from a record found through them.

7. Indemnification

You agree to defend and hold the operators harmless from a claim or demand, including reasonable attorney fees, that results from misuse of the service or a violation of these terms.

8. Intellectual Property

The original writing, design, logo, and layout are protected by copyright. Linking to a page and quoting a brief attributed excerpt is permitted; republishing a full page or systematically copying the content is not.

9. Changes to These Terms

The operators may post a revised version at any time. Continued use after a revision is posted constitutes acceptance of the updated terms.

10. Restricting Access

Access may be blocked or limited for a user who violates these terms, abuses the service, or threatens its security. The operators may take that action without advance notice.

11. Governing Law

These terms are governed by California law, without applying conflict-of-law principles. The California Public Records Act is codified at Government Code §§7920.000-7931.000, and California consumer privacy obligations include the Consumer Privacy Act, Civil Code §1798.100 et seq., as amended. Those statutes govern public custodians and covered businesses respectively; they do not turn this private reference into a records custodian.

12. Severability

If a court finds one provision unenforceable, the remaining provisions continue to operate.

13. Questions
